Because I usually use en-US installations on servers but won’t miss my input to be local Swiss German, I have to change this also for the Logon screen.
Windows 2012 seems to be a buggy here, because during an installation, I set this already to be Swiss German.
But after successfully installation, on the login screen the input is always set to en-US. Even I login and copy my settings with intl.cpl to the login screen, I didn’t had success.
I found a useful post about this on Thorsten’s blog
The following worked for me:

Set-WinDefaultInputMethodOverride "0807:00000807" |
and used regedit to set in the key HKCU\Keyboard Layout\Preload the value 1 to 00000807 and deleted all other values there.
